The Minister is working for the people. Enhance authority over people is an abuse of power. As well when transparency isn't required as part of planning/decision making process, it can fuel corruption. Neglecting the local communities who are directly impacted by MZOs is not civil. Overlooking the local planning efforts is wasting more tax payers money to re-do most of the planning work.
