This basically accelerates the provinces' abilities to co-opt community and municipalities' control over urban development by taking away the critical tool of site plan control (amongst other things).
MZO's have been traditionally used for emergencies or to quickly advance a major initiative or to quickly advance a major initiative of provincial significance. In over one year, more than 33 MZO's have been issued which is many more than than the past government in the last 15 years.
