The proposal to eliminate special black bear hunting opportunities for non-resident landowners and non-resident immediate relatives is completely preposterous. Forcing ANY landowner to submit to a government regulated bear guide on their own property is tyranny. Treating a landowners like they are a petty commodity will lead to property values decreasing due to non-resident landowners liquidating their property all for the benefit of a few government regulated guide services.
