Please do not consider this unethical proposal. It is unnecessary and severe - this proposal must be tossed out. This is incredibly cruel and this is damaging to the environment. Double-crested Cormorants have not even been significantly proven to damage the environment nor deplete fish populations. This harsh policy has no place in Canada.
