Coming hard on the heels of the Auditor General's recent report on the Aggregate Industry, and during a holiday period when people's minds are focused elsewhere, this proposal shows utter contempt for the affected citizens, for the Auditor General, for the process, and for the Ministry.
The application must be rejected until such time as the major flaws in the monitoring capabilities of the Ministry have been effectively overhauled to accord with the Auditor's recommendations and evidence of the results of the changes are available for public scrutiny. To do otherwise would merely show a similar level of contempt by the Ministry for the Auditor. It is simply not enough for the Ministry to continue to "study" his recommendations. ALL applications of this sort must be held in abeyance until after implementation and effective administration are in place. Attached is an example of gross violations of a site permit that was effectively ignored and never remedied or prosecuted.
