Dear Ministry of Municipal Affairs,
Please see the attached letter regarding a requested revision to the institutional land use policy in the Rural land use designation (Section 2.7.3). This matter is of Provincial interest since it is related to the development of the new St-Viateur long-term care home which has received an allocation of 128 beds from the Ministry of Long-Term Care.
In our opinion, the current OP policy for institutional in the Rural designation is permissive and would allow the new long-term care home to proceed via re-zoning; however, the new OP policy is restrictive and does not identify a long-term care home as a permitted institutional-type land use. This raises a number of concerns that are outlined in the attached letter.
We are respectfully requesting revised wording to the draft policy (i.e., ministerial modification) that will help facilitate the development of the new St-Viateur long-term care home.
