The City of Toronto’s Solid Waste Management Services is submitting comments in response to Environmental Registry of Ontario (ERO) posting number 019-0444 regarding the proposed issuance of a Director’s order to NexCycle Industries Ltd (Nexcyle).

This ERO posting provides an opportunity to highlight the important role that the NexCycle glass recycling facility plays in assisting Ontario municipalities achieve their waste diversion goals.

NexCycle is the only glass recycler in the Province of Ontario to process glass collected through the Blue Box Program. The City of Toronto sends all glass collected through its Blue Bin Program to NexCycle for processing, which amounts to approximately 10,000 tonnes per year (equivalent to one diversion point). This underscores the volume of material being diverted through this facility in Ontario.

Any shut downs to NexCycle will impact the City of Toronto’s (and all Ontario municipalities’) ability to divert glass through the Blue Box Program and is not in alignment with the City of Toronto’s nor the Province of Ontario’s waste diversion and circular economy goals as glass not processed through NexCycle will need to find alternative downstream management, for example as an aggregate amendment.

Solid Waste Management Services supports the Ministry of the Environment, Conservation and Parks in continuing to work collaboratively and in a timely way with NexCycle to resolve matters of concern as the City's ability to enter into extension contracts is being impacted. It is our hope the facility continues its operation as a resolution is sought.
