Decision details
On April 26, 2024, we issued a new Environmental Compliance Approval (ECA) to COM2 Computers and Technologies (Canada) ULC Operating as COM2 Recycling Solutions for a waste electrical and electronic equipment transfer and processing station. The site is located at 1704 Meyerside Drive in Mississauga Ontario.
The site will accept only waste electrical and electronic equipment (WEEE) and partially dismantled WEEE components, batteries and Cathode Ray Tubes (CRTs) generated in Canada from residential, industrial, commercial and institutional sources. No organic waste, liquid waste, or putrescible waste will be received.
The approved waste management activities include the receipt, sorting, testing, dismantling, crushing, transfer, and temporary storage of waste. All waste will be received, transferred and processed inside the building.
The maximum quantity of waste to be received at the site is 40 tonnes per day and the maximum quantity of waste to be stored at the site is 175 tonnes. The amount of ethylene glycol and mercury lamps removed from waste electrical and electronic equipment and stored on Site shall not exceed 1.40 tonnes each at any time.
The facility will be operational from 7:00am - 7:00pm, Monday to Saturday.

1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:

- a statement about whether you are a resident in Ontario
- your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision
- the parts of the instrument that you’re challenging
- whether the decision could result in significant harm to the environment
- the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
- the grounds (facts) you’ll be using to appeal
- the outcome you’d like to see

What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?

Proposal details
This proposal is for a new Environmental Compliance Approval (waste disposal site) to be used for the transfer and processing of waste electrical and electronic equipment (WEEE), partially dismantled WEEE including components, CRTs and batteries, up to 40 tonnes per day, located in the City of Mississauga, Ontario.
The total amount of waste and processed materials stored at the site will not exceed 175 tonnes at any time.
Processes to be used include triage before being sorted, disassembled and re-packaged for shipment to recyclers.
The waste disposal site is to serve the Province of Ontario. The hours of operation are 24 hours a day, 7 days.
