Decision details
This decision amended Environmental Compliance Approval No. A032203 (waste disposal site), issued to Waste Management of Canada Corporation for the Twin Creeks Environmental Centre, to allow for the establishment of a renewable natural gas (RNG) facility at 5768 Nauvoo Road in Watford, Ontario.
The proposal facility will capture the landfill gas generated from the Twin Creeks Environmental Centre landfill and transform it into renewable natural gas.
The proposed RNG facility is designed to process up to 8,000 standard cubic feet per minute of incoming landfill gas on a dry basis. The facility will be located south of the blower building and will be comprised of a prefabricated structure that will enclose most of the RNG equipment except for the cooling system, blowers, flares and other equipment components. The RNG will be accepted and directed into Enbridge Gas Inc. natural gas pipeline network.
The RNG facility will operate 24 hours per day, 7 days a week, year-round.

Prior to the ECA submission, Waste Management Canada Corporation (WMCC) consulted Walpole Island First Nations (WIFN), the Township of Warwick and its Technical Review Team, Warwick Public Liaison Committee, the County of Lambton, and the neighbouring property owners. A public information session was held on March 30, 2023. Comments provided were related to condensate collection, facility servicing, storm water management, landfill gas testing, noise, air quality, maintenance and monitoring, and emergency response plan. WMCC addressed all of the comments and the records are included in the application package.

1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:

- a statement about whether you are a resident in Ontario
- your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision

- the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
- the grounds (facts) you’ll be using to appeal
- the outcome you’d like to see

What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?
