An amended Environmental Compliance Approval (ECA) was issued to Cadsbrook Farms Limited for approval of the existing, previously approved and proposed works for the treatment of sanitary sewage and subsurface disposal of treated effluent from nine new maximum four-bedroom single family dwellings, 11 existing maximum three-bedroom single family dwellings and one new one-bedroom garage and carriage house, located within the Cadsbrook Farms development, located at 131 Upper Cads Trail, Township of Whitewater Region.
The approved works will service one existing three-bedroom single family dwelling and one new one-bedroom garage and carriage house, both located at 230 Cads Trail.
The approved works are rated at a maximum daily flow of 2,350 litres per day and consist of one existing two-compartment septic tank, one new two-compartment septic tank and one new partially raised absorption trench leaching bed located a minimum distance of 100 metres from the high water mark of the Ottawa River.

Seek leave to appeal
To seek leave to appeal, you need to do these three things:
- prepare your application
- provide notice to the minister
- mail your application to three parties
1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:
- A document that includes:
- your name, phone number, fax number (if any), and/or email address
- the ERO number and ministry reference number (located on this page)
- a statement about whether you are a resident in Ontario
- your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision
- the parts of the instrument that you’re challenging
- whether the decision could result in significant harm to the environment
- the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
- the grounds (facts) you’ll be using to appeal
- the outcome you’d like to see
- A copy of the instrument (approval, permit, order) that you you are seeking leave to appeal. You’ll find this in the decision notice on the Environmental Registry
- Copies of all supporting documents, facts and evidence that you’ll be using to appeal
What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?

This proposal is to amend the existing Environmental Compliance Approval (ECA) No. 9407-B6BMZK issued on December 20, 2018, for approval of subsurface disposal works for the collection, transmission, treatment and disposal of domestic sewage rated at a total maximum design daily sanitary sewage flow of 35,050 litres per day, from 8 new maximum four-bedroom single family dwellings and 11 existing maximum three-bedroom single family dwellings, located within the Cadsbrook Farms development, in the Township of Whitewater Region, County of Renfrew, Ontario.
This proposal is for the establishment of works for the treatment of sanitary sewage and subsurface disposal of treated effluent from one new one-bedroom dwelling and one existing three-bedroom dwelling, to be located at 230 Cads Trail within the Cadsbrook Farms development, rated at a maximum daily flow of 3,100 litres per day.
The proposed works consists of:
- one two-compartment septic tank; and
- one partially raised absorption trench leaching bed
