On April 30, 2024, we approved an amendment to the Environmental Compliance Approval (a waste disposal site) No. A220249 issued to Safety-Kleen Canada Inc. for the addition of new waste types, waste processing activities and waste storage areas to the facility located at 25 Regan Road in Brampton, Ontario.
The following amendments to the site have been approved:
- Changes to the acceptable waste types as follows:
- removal of the limitation on solid non-hazardous waste types to allow for additional types of solid non-hazardous industrial waste to be received (not including mixed municipal waste or source separated organics)
- addition of waste classes 243, 281, 282, and 311
- addition of electronic waste, common mercury waste and intact batteries
- General site modifications as follows:
- installation of a paved and curbed access laneway to allow for the transfer of drums from the waste processing warehouse to the proposed drum processing area and mix pit
- installation of a weigh scale as part of future works
- the addition of a portable laboratory trailer
- the addition of a sea container for the storage of up to 9 tonnes of intact batteries, including secondary containment
- the addition of a sea container for the storage of up to 92 drums of oxidizers, including secondary containment
- change to the waste type permitted to be stored and transferred at the rail spur line from bulk liquid waste to containerized waste only
- the addition of a west storage area to allow for the outdoor storage of solidified/stabilized waste generated in the mix pit, with a maximum capacity of 10 trailers, 15 covered roll-off bins or 30 covered lugger bins, including secondary containment
- Modifications to the storage warehouse to allow for the transfer and storage of a maximum of 1,250 hazardous waste drums (no processing), including secondary containment
- Modifications to the waste processing warehouse to allow for:
- the transfer and storage of hazardous waste drums (previously only liquid industrial waste and solid non-hazardous waste storage was permitted), including secondary containment
- the addition of a Pumping/Bulking and Lab Packing Room to be used to sort and decant lab packs, bulk liquids and transfer liquids to the tank farm, including secondary containment
- Modifications to the tank farm and transfer area to allow for:
- an expansion to the concrete transfer pad to allow for two additional loading/unloading connections from incoming waste trucks to/from the bulk tanks
- operationally driven upgrades to tanks (e.g. agitation, heating/heat tracing, insulation, and nitrogen blanketing) to assist in ensuring ongoing operations during the various seasons
- flexibility in the waste types to be stored in the tanks (no new waste types can be stored)
- Addition of a& mix pit, drum shredder, and solids area with a maximum waste storage/processing storage limit of 31,800 litres of waste located within a quonset hut, including:
- a shredder for shredding waste containers (no compressed gas cylinders or drums that contain/contained ignitable waste, reactive waste, asbestos waste, severely toxic waste, or acute hazardous waste chemical), including secondary containment
- a pit for bulking non-hazardous and hazardous waste (no corrosive waste, ignitable waste, reactive waste, asbestos waste, severely toxic waste, or acute hazardous waste chemical), stabilizing leachate toxic waste, and solidifying liquid industrial waste limited to sludges and slurries, including secondary containment with a blind sump for pump out to the tank farm or off-site disposal
- staging area for the temporary storage of waste and solidifying/stabilization agents
There are no increases to the approved waste storage limit under this amendment. All other approved requirements are unchanged.

To seek leave to appeal, you need to do these three things:

1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:

- a statement about whether you are a resident in Ontario
- your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision

The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?

Safety-Kleen Canada, Inc. operates a waste storage, collection, and transfer facility at 25 Regan Road in Brampton, Ontario. This proposal is to amend the facility's Waste Disposal Site Environmental Compliance Approval No. A220249. The amendments relate to the following:
- General site modifications, including:
- installation of the previously approved parking area adjacent to Regan Road
- installation of an access laneway within the approved gravel area to allow for the transfer of drums from the waste processing warehouse to the proposed drum processing area and mix pit
- installation of a weigh scale as part of future works
- relocation of existing office trailer and the addition of a portable laboratory trailer and two small sea containers for additional enclosed material storage (e.g. batteries and oxidizers)
- Modifications to the waste and product storage warehouse to allow for the transfer and storage of hazardous waste drums (no processing).
- Modifications to the waste processing warehouse to allow for the receipt, processing, and transfer of hazardous waste drums.
- Modifications to the tank farm and transfer area to allow for additional loading/unloading connections, as well as operationally driven upgrades to tanks (e.g. agitation, heating/heat tracing, insulation, and nitrogen blanketing) to assist in ensuring ongoing operations during seasonal temperature fluctuations and for the liquids stored.
- Addition of a mix pit, drum shredder, and solids area with a shredder system for shredding solid waste and containers (e.g. drums), a pit for unloading and mixing of sludges and solids prior to loading and off-site disposal, with a blind sump for pump out to the tank farm. A quonset would also be installed to store sawdust for use in sludge mixing.
- Modification to waste class types, including:
- removal of limitation on solid hazardous waste categories to allow flexibility in management of solid non-hazardous wastes
- addition of waste classes 243, 281, 282, and 311 to allow for management of additional liquid industrial and hazardous waste types
Hours of operation at the facility are currently 24 hours per day, 7 days per week. The site will continue to service Canada and the USA.
