Appeal process for decisions published before June 1, 2021

First, you’ll need to seek leave (i.e. get permission) from the relevant appellate body to appeal the decision.
If the appellate body grants leave, the appeal itself will follow.

To seek leave to appeal, you need to do these three things:
- prepare your application
- provide notice to the minister
- mail your application to three parties
1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:

- a statement about whether you are a resident in Ontario
- your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision

What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:

Proposal details
This proposal is for an Environmental Compliance Approval for the establishment of seasonal subsurface sewage disposal works for Camp Moshava, to include new sewage works and consolidate the existing Environmental Compliance Approval, located in the Township of Selwyn, Ontario.
The proposal is for the approval of one Environmental Compliance Approval (ECA) to incorporate all the existing sewage system on the property. This includes:
- a large central sewage system under ECA No. 4013-4X9NAB, rated at 55,220 litres per day
- a number of small individual systems servicing each of the buildings on the property.
A new large central sewage system, rated at 75,000 litres per day, is proposed to replace the small individual sewage systems spread throughout the site which will be decommissioned. The new system will also allow for future expansion of the camp.
The Camp is operated seasonally (summer), with a single year round residence on the property. The Camp will have subsurface sewage disposal works at 143,320 litres per day. Septic tanks will service either individual buildings or a building cluster.
Effluent disposal will be to either a small individual subsurface disposal bed, or the effluent will be discharge to a pump chamber. The pump chamber will pump effluent to the central sewage system disposal area.
The camp will ultimately have five sewage systems:
- the sewage system for the year round residence, rated at 2,000 litres per day
- the central sewage system servicing the lower camp, constructed under ECA No. 4013-4X9NAB, rated at 55,220 litres per day
- the sewage system for the existing kitchen/dinning hall, rated at 8,100 litres per day
- the sewage system for the existing recreational building, rated at 3,000 litres per day
- the proposed new central sewage system for the upper camp, rated at 75,000 litres per day
