Why consultation isn't required
This notice informs you of the amendment to the Renewable Energy Approval and your right to require a hearing in respect of this decision.
We consider this a minor amendment and do not expect it to have any significant impact on the environment. Therefore, public consultation through the Environmental Registry is not required.
Bulletin details
On January 19, 2021, we amended Renewable Energy Approval No. 3195-92JKTY to:
- replace the existing ten intermediate transformers with ten new intermediate transformers in the same locations
Since the Cornwall Solar Project started operating in 2014, Cornwall Solar Inc. now needs to replace the facility’s ten intermediate transformers.
The installation of the new intermediate transformers will be completed in the same manner as the original installation. Since this installation method has been previously reviewed as part of the renewable energy approval application and the work will be completed within the previously assessed areas, no new environmental impacts are expected.
Re-confirmation letters from the Ministry of Natural Resources and Forestry and the Ministry of Heritage, Sport, Tourism and Culture Industries are not required because the change did not result in relocating any project components beyond the project location that was already assessed.
This Class 3 solar facility, known as the Cornwall Solar Project, is located at Pt Lot 5, 6 and 7, Concession 5, County Road 19, in the Township of South Glengarry, United Counties of Stormont, Dundas and Glengarry.

Any resident of Ontario may require a hearing by the Environmental Review Tribunal (ERT) within 15 days after the date this Decision is loaded to the Environmental Registry by written notice served upon all of the following:

- A description of how engaging in the renewable energy project in accordance with the renewable energy approval will cause either:
- serious harm to human health
- serious and irreversible harm to plant life, animal life or the natural environment
- The portion of the renewable energy approval in respect of which the hearing is required
- The relief sought
