Bulletin summary

We amended Renewable Energy Approval No. 0112-94VKPR for the Beckwith Solar Project, located at Lot 3, Concession 8 in the Municipality of Mississippi Mills, Lanark County, to construct a tractor storage building and associated double-walled fuel storage tank.

Why consultation isn't required

This notice informs you of the amendment to the Renewable Energy Approval and your right to require a hearing in respect of this decision.

We consider this a minor amendment and do not expect it to have any significant impact on the environment. Therefore, public consultation is not required.

Bulletin details

On November 23, 2020, we amended Renewable Energy Approval No. 0112-94VKPR to:

  • construct a tractor storage building to house an agricultural tractor with attachments
  • construct an associated double-walled fuel storage tank.

Since the Beckwith Solar Project started operating in 2014, Beckwith Solar Inc. now needs a tractor storage building and fuel storage tank that was not considered during the development of the project.

The tractor storage building and fuel tank will facilitate regular onsite operations and maintenance, including:

  • snow removal
  • vegetation management activities

The storage building will be approximately 9 metres by 15 metres and will sit on concrete footings on an existing gravel building pad (approximately 11 metres by 18 metres). The fuel storage tank will be located on a concrete building pad adjacent to the storage building to permit on-site tractor refueling.

Minimal environmental effects and no new environmental effects are expected to occur beyond those that were previously identified, documented and consulted on through the renewable energy approval process, since the location of the tractor storage building and fuel storage tank is within the limits of the previously approved project location.

Re-confirmation letters from the Ministry of Natural Resources and Forestry and the Ministry of Heritage, Sport, Tourism and Culture Industries are not required because the change did not result in relocating any project components beyond the project location that was already assessed.

This Class 3 solar facility, known as the Beckwith Solar Project, is located at Lot 3, Concession 8 in the Municipality of Mississippi Mills, Lanark County.

Any resident of Ontario may require a hearing by the Environmental Review Tribunal (ERT) within 15 days after the date this decision is loaded to the Environmental Registry by written notice served upon all of the following:

An applicant for a hearing shall state in the notice requiring the hearing:

  1. A description of how engaging in the renewable energy project in accordance with the renewable energy approval will cause either:
    1. serious harm to human health
    2. serious and irreversible harm to plant life, animal life or the natural environment
  2. The portion of the renewable energy approval in respect of which the hearing is required; and
  3. The relief sought.
