The province has finalized a Government Response Statement (species-specific policy) that outlines actions to protect and recover Yellow-breasted Chat, a species at risk bird in Ontario.
Decision details
Ontario provides protections for species at risk and their habitats under the Endangered Species Act, 2007. This commitment to conserve the province’s rich biodiversity by protecting and recovering species at risk and their habitats is also part of the government’s Made-in-Ontario Environment Plan, which provides a roadmap to protecting the province’s land, air and water.
As required by the Act, the province has published the government response statement for Yellow-breasted Chat. Government response statements are species-specific policies that identify and prioritize the actions the government intends to lead and support to protect and recover species at risk.
The government response statement for Yellow-breasted Chat provides policy direction to government and partners about what should be done to recover this species.
As a result of the input received through consultation, and from provincial ministries, minor modifications were made to the proposed version to:
- improve clarity
- provide further introductory contextual information
Effects of consultation
Overall, comments were supportive of the recovery goal and actions included in the draft government response statement. The majority of comments provided recommendations on:
- characterizing approaches to recovery
- describing biological information on the species
Comments supported continued preservation of Yellow-breasted Chat and were generally related to clarifying or expanding on introductory information within the document.
In response to comments received, we adjusted and improved the introductory contextual information in the final government response statement.

Description of policy
Ontario provides protections for species at risk and their habitats under the Endangered Species Act. This commitment to conserve the province’s rich biodiversity by protecting and recovering species at risk and their habitats is also part of the government’s Made-in-Ontario Environment Plan, which provides a roadmap to protecting the province’s land, air and water.
Species at risk in Ontario
In Ontario, once a species is listed as endangered or threatened, there is a process for gathering information and developing policy guidance to support the protection and recovery of each species.
First, the province engages external individuals and organizations with expertise on the species to prepare recovery strategies. These documents form the foundation of scientific advice and can include knowledge from the public, stakeholders and Indigenous communities and organizations.
Once recovery strategies are finalized, the province develops a government response statement. The government response statement is a species-specific policy that identifies and prioritizes the actions the government intends to lead and support to protect and recover these species.

Proposed government response statement
We are proposing a government response statement in relation to the recovery strategy for Yellow-breasted Chat.
The recovery strategy for this species was finalized on April 28, 2020 and is available on Ontario’s Species at Risk webpage.
Purpose of policy
The proposed policy (government response statement) provides species-specific direction on the actions the government intends to lead and support in the protection and recovery of this species at risk.
The purpose of this notice is to:
- inform the public that a draft government response statement has been prepared
- seek feedback on the draft document
The province will consider comments as we finalize the government response statement. Please reference Environmental Registry number 019-2402 in your comments.
