Why consultation isn't required
Part II of the Environmental Bill of Rights Act, 1993 does not apply to a proposal to make a Zoning Order under subsection 47(1) of the Planning Act, or to amend or revoke a Zoning Order under subsection 47(8) of the Planning Act.

A Zoning Order, made pursuant to clause 47(1)(a) of the Planning Act, regulates the use of land and the erection, location and use of any building or structure on the land.
O.Reg. 477/20 permits one or more long-term care homes with a combined capacity of 640 beds, a retirement home, hospital, hospice facility, adult day care facility for seniors, medical office and accessory uses, buildings and structures on the lands described below.
The area covered by O.Reg. 477/20 is approximately 4.6 hectares of land at the property known municipally as 2210 Speakman Drive in the City of Mississauga. The property is generally located northwest of the Queen Elizabeth Way, southeast of Dundas Street West and southwest of Erin Mills Parkway. See Location Map below.
Pursuant to subsection 47(4) of the Planning Act, and except for the purposes of section 24, the Minister deemed O.Reg. 477/20 to be and to always have been a by-law passed by the council of the City of Mississauga.
