Decision details
Facility is seeking to add a float sink system to process and improve quality of plastics destined for other markets. All operations related to this new process will be conducted within the facility.
The system is designed to be a closed loop system. The water from Tank 1, wash tank and the washer drier will be collected and treated using flash evaporation and recirculated back into the system to be reused. In addition, the water collected in the catchment will also be treated and reused. Based on the water treatment system parameters, about 10% of the total treated water will have to be disposed. The loss of water will be compensated by drawing in fresh water from the City.
All the process tanks for the float sink process will be double walled in construction. The equipment will also be placed in a 3’ deep holding area covered with structural steel grates that will contain all spills and discharge of the liquids from the process, if it were to occur. The holding area will be fitted with level sensors.

Appeal process for decisions published before June 1, 2021
If you’re an Ontario resident, you can start the process to appeal this instrument decision.
First, you’ll need to seek leave (i.e. get permission) from the relevant appellate body to appeal the decision.
If the appellate body grants leave, the appeal itself will follow.
Seek leave to appeal
To seek leave to appeal, you need to do these three things:
- prepare your application
- provide notice to the minister
- mail your application to three parties
1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:
- A document that includes:
- your name, phone number, fax number (if any), and/or email address
- the ERO number and ministry reference number (located on this page)
- a statement about whether you are a resident in Ontario
- your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision
- the parts of the instrument that you’re challenging
- whether the decision could result in significant harm to the environment
- the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
- the grounds (facts) you’ll be using to appeal
- the outcome you’d like to see
- A copy of the instrument (approval, permit, order) that you you are seeking leave to appeal. You’ll find this in the decision notice on the Environmental Registry
- Copies of all supporting documents, facts and evidence that you’ll be using to appeal
What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?

You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.

- decision that you wish to appeal

Proposal details
This proposal is for an amended Environmental Compliance Approval No. 3855-ANGLJG (Waste Disposal Site) for e-Cycle Solutions Inc., for a 2.27 hectare non-hazardous electrical and electronics equipment transfer, dismantling and processing facility located at 7510 Bren Road in the City of Mississauga, Regional Municipality of Peel.
The facility will receive, dismantle and transfer an annual average of up to 125 tonnes of waste per day. The maximum amount of processed and unprocessed waste stored at the facility will not exceed 1,250 tonnes at any time. The facility shipping and receiving hours are from 7 a.m. to 12 a.m., Monday to Fridays; operating hours may be extended to 24 hours per day, 7 days per week in the event of high shipments.
The facility receives material from all across Canada. The proposed amendment is to include additional equipment to further process the plastics generated from shred of waste electric and electronic equipment using a float sink system to improve the quality of plastic prior to shipping to an approved downstream.
