Decision details

Canadian Liquid Processors Limited is required to ensure all glass waste stored outdoors is covered. This is to eliminate the generation of contact water that may result from stormwater being contaminated as it infiltrates through a glass waste storage pile.

Previously, the site operator had used tarps to provide this coverage however that method proved to be ineffective and inefficient. As a result, Canadian Liquid Processors Limited will be constructing a PVC-coated, fabric-covered truss on a poured concrete foundation with a perimeter french drain to house all of its outdoor glass waste storage. One cover will be installed over six smaller bunkers and one over two larger bunkers.

The total volume of the bunkers is equivalent to 9,656 cubic metres. The new structures will provide the needed coverage for the glass waste and effectively eliminate the potential for contaminated stormwater which can lead to nuisances and adverse effect.

Effects of consultation

The application was posted on the Environmental Registry for a period of 45 days (Nov 1, 2018 - Dec 16, 2018). A total of one (1) electronic comment was received for consideration. The comment raised concern about allowing Canadian Liquid Processors additional time to construct the permanent bunker structure which was originally required by October 31, 2018.

The commenter requested that the bunker structure be completed by spring of 2019. The commenter also raised the concern that odour issues will not be considered as part of the review of this application. The comment was reviewed as part of the application but did not factor into my recommendation.

The original requirement in the Environmental Compliance Approval issued on June 8, 2018 was for the construction of nine concrete bunkers that would be used for outdoor glass storage. The bunkers would be covered with tarps to prevent the generation of contact water. The use of tarps to cover the outdoor glass piles has not been effective in the past, as detailed above. The previously approved bunker design has been replaced by what has been proposed in this application.

The use of a permanently covered bunker structure is an improvement over the previous design and will offer better environmental protection and prevention of contact water generation at the site which has led to pooling and fugitive odour impacts in the past.

The time-frame proposed in the ECA (bunkers to be completed by December 31, 2021) allows the company to reduce their outdoor storage piles, construct temporary covered storage bunkers, perform site preparation activities and also complete the City of Hamilton's site plan approval process.

Description of instrument

This proposal is for an amendment to the existing Environmental Compliance Approval (Waste Disposal Site) No. A650041, issued to Canadian Liquids Processors Limited for the use and operation of waste disposal site with total area of 3.62 hectares. The site is used for:

  • processing and transfer of solid non-hazardous waste including domestic waste, institutional, commercial and industrial waste and blue box materials up to 3,750 cubic meters of unprocessed glass per day
  • other liquid waste including: processed organics and waste from food processing/preparation operations up to 250 cubic meters per day

The total amount of unprocessed glass waste stored outdoor at the site does not exceed 11,000 cubic meters and 1,500 cubic meters of other liquid waste at any time.

Processes used at the site include crushing, alcohol recovery processes, sorting, baling and wrapping.

This proposal is to revise the site plan and structures of outdoor storage facilities for unprocessed glass.

The site operates 24 hours a day, 7 days a week and serves Canada and United States of America.
