Decision details

On October 22, 2019 the Warren Paving & Materials Group Limited, a subsidiary of Lafarge Canada Inc. was granted approval for an increased licence tonnage condition. 

The licensee is now authorized to remove up to 250,000 tonnes of aggregate in a calendar year from the quarry which is Licence #3098 issued under the Aggregate Resources Act.

Effects of consultation

No comments were received in response to the Environmental Registry notice. Three (3) comments were received during the Aggregate Resources Act consultation process.

The concerns raised included general concerns about impacts to groundwater, blasting and a fencing issue. Specific to the proposed tonnage condition increase, the commenters indicated concerns related to potential impacts associated with increased traffic, dust and road safety.

The licensee prepared a Traffic Impact Study which proposed mitigation measures including paving of the entrance/exit to the quarry, tire cleaning grids and improved road signage. The municipality indicated that they were satisfied with this attempt to address concerns. No response was received from the two remaining objectors following attempts by the licensee to discuss the proposed mitigation measures.

A decision was made to proceed with the approval of this proposal.

Description of instrument

Application has been made by The Warren Paving & Materials Group Limited, a subsidiary of Lafarge Canada Inc. to vary a condition of the current licence to authorize an increase in the number of tonnes of aggregate to be removed in a calendar year. The current licence condition states that “not more than 100,000 tonnes of material shall be removed from the site in any calendar year”. The Warren Paving & Materials Group Limited, a subsidiary of Lafarge Canada Inc. has requested that the tonnage limit be increased to 250,000 tonnes annually.

This increase has been requested by the licensee to address the higher demand for aggregates in the area.
