Decision details

The changes to the consolidated site plan for amalgamated ARA licence No. 2129 were approved by the Regional Director on May 9, 2022.

The approval allows Carmeuse Lime (Canada) Limited to operate amalgamated ARA licence No. 2129 under one comprehensive site plan and one tonnage condition with revised operations and rehabilitation. Specifically, the approved site plan amendments include:

  • revised phasing of operations for the amalgamated site
  • a revised rehabilitation plan as a result of the revised phasing
  • the addition of an entrance/exit onto the east side of County Road 6 and an option for the creation of a tunnel under County Road 6, subject to approval from the local road authority

Effects of consultation

A total of 1067 comments were received in response to the 6 related Environmental Registry of Ontario (ERO) notices. Comments received in relation to the other 5 notices submitted through the Registry have been added to the “By email” count above to in the comments received total, better represent the interest in these inter-related proposals.

1 comment was received as a result of the ARA consultation process. 

The comments raised the following concerns:

  • having insufficient time to review the proposal
  • level of detail included in the proposal notice

  • entrance locations

The concerns related to the amalgamation of licences and proposed changes to the site plan were addressed by providing additional information, improving accessibility of information for the public and with revisions to the final consolidated site plan for the amalgamated licence. A technical issue with the original ERO posting was addressed by republishing the notice and extending the comment period.

This notice was re-published on March 16, 2017 to extend the comment period to April, 18, 2017, due to technical difficulties. Comments that have already been submitted do not need to be resubmitted again.

Description of instrument

Carmeuse Lime (Canada) Limited has submitted an application to amalgamate Licence No. 2129 with Licence No. 2130 and No. 2136 also operated by Carmeuse Lime (Canada) Limited. As part of this amalgamation, the area of the three licensed sites will be licenced under the reference No. 2136, with one comprehensive site plan and one tonnage condition. A major site plan amendment has been requested to approve the comprehensive site plan with revised operations and rehabilitation. Specifically, the proposed amendments include

  • revised phasing of operations for the amalgamated site
  • a revised rehabilitation plan as a result of the revised phasing
  • the addition of an entrance/exit onto the east side of County Road 6 and an option for the creation of a tunnel under County Road 6

Other information

Carmeuse Lime (Canada) Limited operates this site under the authority of Licence No. 2129 under the Aggregate Resources Act.

The requested revisions to the rehabilitation plan do not entail any change in the final land use of the amalgamated site, which will be rehabilitated to several lakes with vegetated, stable side slopes and grading to match the surrounding lands. The rehabilitated site will be suitable for recreation/open space.

In addition to the amalgamation, the applicant has made application for a combined tonnage condition of 6,000,000 tonnes annually for the amalgamated site (Licence numbers 2129, 2130 and 2136). The requested tonnage condition of 6,000,000 tonnes annually for the amalgamated licence represents a 27 percent decrease from the current state.

Site plan information is available to view at the MNRF Aylmer District office. Making an appointment to view the information is recommended to ensure aggregate staff will be available to provide information and answer questions.
