Decision details
Aggregate Resources Act (ARA) Licence # 625231 was issued to Vicdom Sand & Gravel (Ontario) Limited on April 27, 2021, subject to conditions specified on Schedule A (Prescribed Conditions). The licensed area is 29.17 hectares in size and allows the operation of a pit below the water table. The tonnage condition specifies a maximum of 650,000 tonnes of aggregate to be removed from the site in any calendar year, in conjunction with the adjacent Licence # 19032.

Effects of consultation
One comment was received in response to the Environmental Registry notice however it was not specific to this application.
Four letters of objection were received in response to the ARA notification and consultation concerning:
- potential impacts to natural heritage features
- species at risk
- water quantity and quality
- tonnage limit
- noise
- road conditions
- zoning
- technical details associated with the proposed site plans
The concerns were addressed through additional information provided by the applicant and revisions to the final site plans under the ARA. All objections were either withdrawn or deemed to be withdrawn by the end of the process.
A decision was made to proceed with the approval of this proposal.

1. Prepare your application

Description of instrument
Vicdom Sand & Gravel Ontario Limited has applied for a Category 1 – Class A licence under the Aggregate Resources Act (ARA) to remove aggregate from below the water table. The proposed licensed area is 29.17 hectares in size with an extraction area of 23.23 hectares. The new site is located adjacent to their existing ARA licensed property, Licence No. 19032. The proposed annual tonnage from the new area is to be combined with the existing operation which has a tonnage limit of 650,000 tonnes.
Other information
Vicdom Sand & Gravel Ontario Limited currently operates the adjacent site under the authority of Licence No. 19032 under the ARA. Approximately 61 hectares are currently licensed.
Site plan information is available to view at the Ministry of Natural Resources (MNR) Aurora District office located at 50 Bloomington Road, Aurora. Making an appointment to view the information is recommended to ensure aggregate staff will be available to provide information and answer questions.

Comments received through the Environmental Registry should not be construed as an objection under the Aggregate Resources Act in accordance with section 4.0 – Notification and Consultation Standards of the Provincial Standards 1.0 under the ARA. To be considered as a formal objector, individuals need to contact the MNR person specified on this notice to determine how to submit an objection.
Other public consultation opportunities
As specified in the Aggregate Resources Act , written notice concerning this application was delivered to landowners within 120 metres of the proposed licensed boundary; an information sign, giving notice to the public of this application, was erected at the proposed site; and a Notice of Application appeared in the local paper, the Brock Citizen on April 5, 2012. A public information session was held on April 25, 2012 between 6:00 p.m. and 8:00 p.m. at the Sunderland-Brock Memorial Arena, 20 Park Street in Sunderland.
The application for this proposal is being circulated within the MNR Aurora District office. Additionally, notification of this application has been forwarded to the Township of Brock, the Regional Municipality of Durham, the Lake Simcoe Region Conservation Authority, and the Ministry of the Environment for comment.
