Approval was issued for the establishment of Works servicing a Summer Camp for the treatment of domestic sewage and subsurface disposal of sewage effluent, rated at a maximum daily flow of 10,670 litres per day, consisting of the following:
Septic Tanks 1 and 2 (ST1, ST2, servicing Stan Cabin, estimated Q = 1,620 litres per day): One existing 4,500 litres and one existing 3,600 litres capacity concrete tanks, connected in series; located as shown in drawing SS1, to accept sewage from the Stan Cabin, discharging effluent by gravity to the existing disposal bed as described below
Subsurface Disposal Bed: one (1) existing absorption trench leaching bed with a 2600 litres per day designed capacity, consisting of 9 runs of perforated distribution pipe of 75 millimetres diameter, each 14.5 metres in length (total length 130 metres); laid in imported sand materials with estimated percolation rate (T-time) of 10 minutes per centimetres;
Main System Septic Tanks 3 and 4: (ST3, ST4, servicing a Dining hall, Office, Oak, Blue, Staff and Ken Cabins; estimated Q = 6,920 litres per day): One existing 9,000 litres capacity concrete tank, and one 5,900 litres capacity single chamber proposed tank with an effluent filter connected in series; located as shown on drawing SS1 to accept sewage from the facilities, to discharge by gravity into a pump chamber (PC1) and to the subsurface septic beds.

If you’re an Ontario resident, you can start the process to appeal this instrument decision.
First, you’ll need to seek leave (i.e. get permission) from the relevant appellate body to appeal the decision.
If the appellate body grants leave, the appeal itself will follow.
Seek leave to appeal
To seek leave to appeal, you need to do these three things:
- prepare your application
- provide notice to the minister
- mail your application to three parties
1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:
- A document that includes:
- your name, phone number, fax number (if any), and/or email address
- the ERO number and ministry reference number (located on this page)
- a statement about whether you are a resident in Ontario
- your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision
- the parts of the instrument that you’re challenging
- whether the decision could result in significant harm to the environment
- the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
- the grounds (facts) you’ll be using to appeal
- the outcome you’d like to see
- A copy of the instrument (approval, permit, order) that you you are seeking leave to appeal. You’ll find this in the decision notice on the Environmental Registry
- Copies of all supporting documents, facts and evidence that you’ll be using to appeal
What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?
2. Provide your notice
You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.
In your notice, please include a brief description of the:
- decision that you wish to appeal
- grounds for granting leave to appeal

3. Mail your application
You’ll need to mail your application that you prepared in step #1 to each of these three parties:

This proposal is for a new Environmental Compliance Approval for existing and proposed sewage systems servicing Camp Winston, a seasonal summer camp located at 1147 River Lane in Kilworthy, Ontario.
The maximum daily design sanitary sewage flow for the site is 10,670 litres per day.
This application is for the existing and proposed sewage works serving the site, including:
- a sewage system serving the Stan Cabin, rated for 2,600 litres per day, consisting of:
- two septic tanks
- one absorption trench leaching bed
- a main sewage system serving the dining hall, office, Oak, Blue, Staff and Ken cabins, rated for 7,200 litres per day, consisting of:
- one existing septic tank
- one proposed single-compartment precast concrete septic tank
- one existing pump tank
- one absorption trench leaching bed
- a sewage system to service the Art & Drama building, rated for 2,130 litres per day, consisting of:
- one existing septic tank
- one proposed single-compartment precast concrete dosing chamber
- one Enviro-septic treatment system
The ministry may:
- require effluent monitoring
- impose effluent limits
