Update Announcement
On July 16, 2019 a decision was posted for Official Plan Amendment #11 (OPA 11) to the County of Renfrew Official Plan (OP) to tell the public that it was partially approved with 21 modifications on July 10, 2019. A decision was made on March 24, 2022 to approve the outstanding portions of Official Plan Amendment No. 11. The last date of appeal under the Planning Act is April 14, 2022.

Decision on instrument
The purpose and effect of Renfrew County Official Plan Amendment No. 11 (OPA 11) is to amend the County of Renfrew Official Plan (OP) by adding a new section that applies to the Township of Whitewater Region as well as amending Land Use - Schedule A for the Township.
The Ministry previously issued a partial decision on July 10, 2019, which had the effect of approving all of the policies as well as the majority of the land use schedule.
This decision has the effect of approving the outstanding portions of OPA 11, subject to one (1) modification that appropriately identifies prime agricultural areas, mineral aggregate resources and settlement area lands consistent with the Provincial Policy Statement (PPS), 2020.

The last date of appeal under the Planning Act is April 14, 2022.

Public Consultation on the proposal for this decision was provided for 30 Days, from September 25, 2014 to October 25, 2014.
The Ministry did not receive any comments through the ERO posting, but did receive 11 comments from the public.
Effect(s) of Consultation on this Decision:
The comments received from the public were largely related to the identification of prime agricultural areas throughout the Township. Some of the specific concerns identified included the potential negative impact on the water quality of Muskrat Lake as well as general concerns about the ability of the Province to regulate private land.
The partial decision does not have the affect of modifying schedule A to add additional prime agricultural areas. Areas which have been identified as potential prime agricultural areas have been identified as non-decision areas on Appendix 1 to the decision. This is in line with the partial decision approach taken with Renfrew County which would allow the Ministry and the Township to revisit the issue of identifying prime agricultural areas through a future decision.
Further modifications based on public comments received may be included in the final decision on OPA 11.

Appeal process for decisions published before June 1, 2021
You can appeal all or part of this this instrument to the appeal to the Local Planning Appeal Tribunal (LPAT) by submitting a notice of appeal to the Minister of Municipal Affairs and Housing.
There is an additional “leave to appeal” right under the Environmental Bill of Rights.
Who can appeal
A notice of appeal can be submitted by:
- individuals
- corporations
- public bodies
A notice of appeal can’t be submitted by:
- an unincorporated association
- an unincorporated group
You can, however, submit a notice of appeal as a member of the unincorporated association or group.
You have to have made an oral submission at a public meeting or a written submission to the council before the official plan amendment was adopted. Note: this is not required if you are appealing a proposal for provisional consent (no official plan in place).

- the specific part, or parts of the official plan amendment that you wish to appeal
- the reasons for your appeal
- the appeal fee, payable by certified cheque or money order to the Minister of Finance, Province of Ontario
