An amended Environmental Compliance Approval No. A420018 to GFL Environmental Inc., for the East Ontario Waste Handling Facility.
GFL Environmental Inc. owns and operates the Eastern Ontario Waste Handling Facility (EOWHF) Landfill and Composting site, located at 17125 Laflèche Road, Township of North Stormont, Ontario.
This approval is for an amendment to the existing Environmental Compliance Approval No. A420018 for approval to amend Conditions 36.4, 46.3 and 46.4. The 46 hectare site area was re-zoned for this purpose on August 10, 2021 by the Township Council of North Stormont. Approval of this ECA amendment will expand the EOWHF site to a total area of 235 hectare.
Conditions 46.3 (ii) is amended to allow up to 72 hours for Food Waste to be incorporated into the composting process in order to accommodate how and when this material is received from generators. All Food Waste is received and managed indoors within the existing Compost Facility which is kept under negative air at all times and exhausts through a biofilter to effectively manage odour emissions.
Condition 46.4 will be amended to allow the existing Compost Facility tipping floor to be cleared and cleaned on a weekly basis.
Condition 36.4 is amended to extend the specified date to January 31, 2024 from the currently stated date of September 30, 2021. This extended timeline is required to allow additional surface water impact assessment work to be completed, with review and acceptance by MECP.
EOWHF approved site operations will remain the same with:
- a maximum waste acceptance rate of 4,000 tonnes/day,
- compost maximum acceptance rate of 240,000 tonnes/year, and
- landfill maximum acceptance rate of 755,000 tonnes/year
Approved operating hours for receiving waste will continue to be:
- Monday to Friday 7:00 am to 6:00 pm, and
- Saturday 7:00 am to 5:00 pm
The Composting Facility is permitted to operate 24 hours a day, Monday to Saturday, except for waste receipt.

First, you’ll need to seek leave (i.e. get permission) from the relevant appellate body to appeal the decision.
If the appellate body grants leave, the appeal itself will follow.
Seek leave to appeal
To seek leave to appeal, you need to do these three things:
- prepare your application
- provide notice to the minister
- mail your application to three parties
1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:
- A document that includes:
- your name, phone number, fax number (if any), and/or email address
- the ERO number and ministry reference number (located on this page)
- a statement about whether you are a resident in Ontario
- your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision
- the parts of the instrument that you’re challenging
- whether the decision could result in significant harm to the environment
- the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
- the grounds (facts) you’ll be using to appeal
- the outcome you’d like to see
- A copy of the instrument (approval, permit, order) that you you are seeking leave to appeal. You’ll find this in the decision notice on the Environmental Registry
- Copies of all supporting documents, facts and evidence that you’ll be using to appeal
What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?
2. Provide your notice
You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.
In your notice, please include a brief description of the:
- decision that you wish to appeal
- grounds for granting leave to appeal

3. Mail your application

GFL Environmental Inc. (GFL) owns and operates the Eastern Ontario Waste Handling Facility (EOWHF) Landfill and Composting site, located at 17125 Laflèche Road in the Township of North Stormont, Ontario.
This proposal is for an amendment to the existing Environmental Compliance Approval No. A420018 for approval to relocate the compost curing and storage areas from the north side of the existing 189 hectare EOWHF site to a new 46 hectare site area immediately south of the existing EOWHF. The 46 hectare site area was re-zoned for this purpose on August 10, 2021 by the Township Council of North Stormont. Approval of this ECA amendment will expand the EOWHF site to a total area of 235 hectares.
The compost curing and storage areas will include:
- leaf and yard waste (LYW) storage
- final screening activities
- compost windrowing
- shipping of finished compost
With the development of this new area, GFL proposes to increase the amount of finished compost stored on-site from 10,000 tonnes to 25,000 tonnes (Condition 46.2 vi), providing additional flexibility to adjust for fluctuating compost market conditions.
Conditions 46.3 (ii) will be amended to allow up to 72 hours for food waste to be incorporated into the composting process in order to accommodate how and when this material is received from generators.
