An amended Environmental Compliance Approval was issued to Pickerel Bay Lodge Inc. for sewage works for the treatment and subsurface disposal of domestic sewage, rated at a total maximum design capacity of 60,891 litres per day, servicing the existing seasonal Pickerel Bay Lodge located at 366 Pickerel Bay Road, White Lake, in the Township of Lanark Highlands, County of Lanark.
The existing Pickerel Bay Lodge consists of:
- 25 proposed recreational vehicle (RV) trailer sites
- 30 existing recreational vehicle (RV) trailer sites
- 11 existing cottages
- 1 existing comfort station
- 2 existing permanent dwellings
- 1 existing main office
- 1 existing small washroom (shower/washroom facility)
The approved sewage works servicing 25 proposed recreational vehicle (RV) trailer sites consist of:
- 1 two-compartment precast concrete septic tank
- 1 one-compartment precast concrete balancing tank/pump chamber
- 2 Ecoflo Biofilter Model STB-730PR treatment units
- 1 pressurized shallow buried trench subsurface disposal system

Appeal process for decisions published before June 1, 2021
If you’re an Ontario resident, you can start the process to appeal this instrument decision.
First, you’ll need to seek leave (i.e. get permission) from the relevant appellate body to appeal the decision.
If the appellate body grants leave, the appeal itself will follow.
Seek leave to appeal
To seek leave to appeal, you need to do these three things:
- prepare your application
- provide notice to the minister
- mail your application to three parties
1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:
- A document that includes:
- your name, phone number, fax number (if any), and/or email address
- the ERO number and ministry reference number (located on this page)
- a statement about whether you are a resident in Ontario
- your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision
- the parts of the instrument that you’re challenging
- whether the decision could result in significant harm to the environment
- the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
- the grounds (facts) you’ll be using to appeal
- the outcome you’d like to see
- A copy of the instrument (approval, permit, order) that you you are seeking leave to appeal. You’ll find this in the decision notice on the Environmental Registry
- Copies of all supporting documents, facts and evidence that you’ll be using to appeal
What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?
2. Provide your notice
You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.
In your notice, please include a brief description of the:
- decision that you wish to appeal
- grounds for granting leave to appeal

3. Mail your application
You’ll need to mail your application that you prepared in step #1 to each of these three parties:

This proposal is to amend the existing Environmental Compliance Approval (ECA) No. 4865-AQWRRU issued on September 29, 2017 for approval of existing sewage works serving the existing seasonal Pickerel Bay Lodge, located at 366 Pickerel Bay Road in the Township of Lanark Highlands.
The previously approved sewage works were designed for the collection, treatment and subsurface disposal of domestic strength sewage, having a total daily design sanitary sewage flow of 55,266 litres per day, serving the existing seasonal Pickerel Bay Lodge consisting of 30 recreational vehicle (RV) trailer sites, 11 cottages, a comfort station, two permanent dwellings, a main office and a small washroom (shower/washroom facility), located at 366 Pickerel Bay Road in the Township of Lanark Highlands.
The proposed new sewage works will service additional 25 new recreational vehicle (RV) trailer sites and will consist of the following:
- one 13,650 litres septic tank
- one 22,750 balancing tank
- two Ecoflo Biofilter treatment units
- one shallow buried trench subsurface disposal system
