A decision was made on August 4, 2021to approve, with fourteen (14) modifications, the City of Brantford’s new Official Plan: Envisioning Our City, 2051, as adopted by By-law 1-2021. As modified, the new Official Plan will replace the City’s existing Official Plan.
The Official Plan guides how and where the City of Brantford will grow and intensify to the year 2051 and includes the lands annexed to the City from the County of Brant in 2017. The updated land use designations, policies and schedules (maps) identify where various land uses can be located.
Fourteen (14) modifications have been made by the Minister to ensure that the Official Plan is consistent with the policies of the Provincial Policy Statement, 2020, conforms with A Place to Grow: Growth Plan for the Greater Golden Horseshoe, 2020, and complies with applicable legislation.
Other Information
Pursuant to subsection 17 (36.5) of the Planning Act, the decision of the Minister of Municipal Affairs and Housing regarding the Official Plan adopted in accordance with section 17 and 26 is final and not subject to appeal.
Effets de la consultation
As a result of public consultation on the adopted Official Plan, the Ministry received a total of seven (7) comments through the Environmental Registry of Ontario, and an additional thirty (30) comments through email to Ministry staff.
Many of the submissions received were in regard to a block of land in the northeast of the City that was not included in the settlement area boundary as identified in the Official Plan. Submissions included requests to include these lands in the settlement area boundary to facilitate residential development.
Provincial policy and guidance for settlement area boundary expansions includes flexibility for municipalities to consider local conditions and priorities. The municipal comprehensive review process and land needs assessment undertaken by the City of Brantford in accordance with the requirements of A Place to Grow: Growth Plan for the Greater Golden Horseshoe were reviewed and it was determined that no modification to the settlement area boundary was required.
Other comments were received regarding the delineation of site-specific natural heritage features. These requests were reviewed, and it was determined that in both instances the limits of the site-specific natural heritage feature could be best addressed at the local level through a Planning Act application, so no modifications were identified.

On March 23, 2021, the City of Brantford adopted a new official plan titled "City of Brantford Official Plan - Envisioning our City: 2051", which is now before the Minister of Municipal Affairs and Housing for a decision under the Planning Act. If approved by the Minister, the new official plan would replace the City's existing official plan.
The new official plan will guide how and where the City of Brantford will grow and intensify to the year 2051 and includes the lands annexed to the City from the County of Brant in 2017. The updated land use designations, policies, and schedules (maps) identify where various land uses can be located. Land uses include residential, commercial, institutional, mixed-use, industrial, employment, agricultural, parks, open space and protected natural areas. The official plan also identifies major transportation infrastructure required to service the community.
The Minister of Municipal Affairs and Housing is the approval authority for this official plan. The decision of the Minister must be consistent with the Provincial Policy Statement, 2020 and must conform with A Place to Grow: Growth Plan for the Greater Golden Horseshoe, 2020. The decision of the Minister on an official plan is final and is not subject to appeal.
