Sewage works consist of spill containment facility intercepting oil volume and stormwater from up to 50-year storm event and has a total design volume of approximately 14,124 litres, comprising one spill containment pit measuring approximately 10 m × 5.25 m x 0.75 m excluding surface stone depth, and equipped with:
- a secondary oil containment system using Sorbweb™ Plus with SAM (absorbent material) system, installed with a geotextile impermeable liner on walls and around the two transformer pads, each pad containing two 50 mm sand layers approximately (above and below the absorbent SAM layer), complete with Oil Mat smart membrane, non-woven geotextile and an approximate 0.65 m minimum layer of fire quenching stone on top of the containment system, complete with wick drain
- one 150 mm wick drain, laid horizontally, approximately 20 m long, installed around transformer and switchgear pads, laid on a 50 mm sand layer below the Sorbweb™ Plus layer, containment system and sloped towards an outlet for sample collection purposes, approximately 100 mm freeboard and 150 mm surface stone, outletting ultimately to a sump pit through a 38 mm solid pipe installed in a surface day light point
- one sump pit, 1.2 m x 1.2 m x 1.6 m, receiving the stormwater from the transformer containment area and discharging a paved drainage ditch onsite, through rip-rap

Appeal process for decisions published before June 1, 2021
If you’re an Ontario resident, you can start the process to appeal this instrument decision.
First, you’ll need to seek leave (i.e. get permission) from the relevant appellate body to appeal the decision.
If the appellate body grants leave, the appeal itself will follow.
Seek leave to appeal
To seek leave to appeal, you need to do these three things:
- prepare your application
- provide notice to the minister
- mail your application to three parties
1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:
- A document that includes:
- your name, phone number, fax number (if any), and/or email address
- the ERO number and ministry reference number (located on this page)
- a statement about whether you are a resident in Ontario
- your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision
- the parts of the instrument that you’re challenging
- whether the decision could result in significant harm to the environment
- the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
- the grounds (facts) you’ll be using to appeal
- the outcome you’d like to see
- A copy of the instrument (approval, permit, order) that you you are seeking leave to appeal. You’ll find this in the decision notice on the Environmental Registry
- Copies of all supporting documents, facts and evidence that you’ll be using to appeal
What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?
2. Provide your notice
You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.
In your notice, please include a brief description of the:
- decision that you wish to appeal
- grounds for granting leave to appeal

3. Mail your application

This application is for a new Environmental Compliance Approval for the establishment of sewage works for the collection, transmission, treatment and disposal of stormwater at Pharmacy-CPR Transformer Station, located at 7 Trestleside Grove, in the City of Toronto.
The station houses one (1) distribution transformer containing approximately 4610 liters of mineral oil. The proposed works consist of spill containment facility intercepting oil volume and stormwater from up to 50-year storm event, and has a total design volume of approximately 14,124 liters that allows rainwater to filter through the liner materials but becomes impermeable when in contact with oil.
Sub-drainage system will be provided below the containment system to prevent water from accumulating in the pit and potentially reducing the available storage capacity. This drainage system is connected into an on-site sump pit. The sump pump will discharge to a riprap ditch located within the property.
