On April 1, 2020, the Ontario Government made a temporary regulation to respond to the COVID-19 outbreak. Ontario Regulation 115/20 exempts all proposals for policies, acts, regulations and instruments from posting requirements under the EBR until 30 days after the declared emergency is terminated.

This proposal is for a new Environmental Compliance Approval for establishment of sewage works for the collection, transmission, treatment and disposal of stormwater at the Bellamy-Lawrence Station, located at 510 Bellamy Road North, in the City of Toronto, on behalf of Toronto Hydro-Electric System Limited.
The station houses one (1) distribution transformer. The proposed works consist of an individual passive oil containment pit for the transformer having a minimum capacity of approximately 8,800 litres.
The pit liners will be comprised of passive materials with containment system. The system allows rainwater to filter through the liner materials but becomes impermeable when in contact with oil. Given the soil condition at the site, the sub drainage system will be provided below the containment system to prevent water from accumulating in the pit and potentially reducing the available storage capacity.
This drainage system was connected into an on-site detention pit where the rainwater will infiltrate into the subsoil strata.
