Approval was granted by the Regional Director on February 28, 2020.

Through this approval the final quarry floor is permitted to be lowered from 230 metres above sea level (m.a.s.l) to 221 m.a.s.l, the final rehabilitation plan has been enhanced to improve ecological diversity, and the western extraction setback has been reduced from 15m to 3m.

There were no comments received through the Environmental Registry.

Four (4) written comments were received in response to the Aggregate Resources Act consultation process. Concerns raised were related to the rehabilitation proposed, impacts to wetlands, and the status of domestic wells. The concerns were addressed through the applicant providing additional information and revising the site plans A decision was made to proceed with the approval of this proposal.

Dufferin Aggregates has requested to amalgamate licence No. 5485 with licences No. 5712 and No. 25476, also operated by Dufferin Aggregates. The three licences make up the Flamboro Quarry. As part of this amalgamation, the area of the three licenced sites will be licenced No. 5485 with one comprehensive site plan and one tonnage condition. A major site plan amendment has been requested to approve the comprehensive site plan with revised operations and rehabilitation. Specifically, the proposed amendments include:

Deepening the quarry floor from approximately 230 meters above sea level to 221 meters above sea level.

Drilling has been completed on site which confirms the aggregate resource extends to this depth and a Hydrogeological Level 2 Assessment has been completed to support the application.

Significant enhancements to the rehabilitation plan are proposed to improve ecological diversity. The revised rehabilitation plan proposes:

  • 13.1 hectares of wetland
  • 7.5 hectares of ecological linkages to surrounding lands
  • 11.5 hectares of grasslands
  • 66.2 hectares of lake
  • 790 meters of vertical face
  • 633 m of +/-3 meters of expose rock face with adjacent wetland/grassland areas
  • a turtle nesting area
  • reduction of the western setback from 15 metres to 3 metres

Dufferin Aggregates owns the property west of the Flamboro Quarry, within which there is a provincially significant wetland located within 120 metres of the setback.

Other information

In addition to the request to amalgamate the licences and amend the site plan, Dufferin Aggregates has also requested a combined tonnage condition to allow a maximum of 3.5 million tonnes to be removed from the amalgamated licence No. 5485 in any calendar year.

Site plan information is available to view at the Ministry of Natural Resources and Forestry, Guelph District Office. Making an appointment to view the information is recommended to ensure aggregate staff will be available to provide information and answer questions.

Public consultation opportunities

The application has been circulated to the City of Hamilton, Hamilton Conservation Authority and the Ministry of the Environment, Conservation and Parks and Ministry of Natural Resources and Forestry Guelph District for comment.
