The company will install a refrigerated storage area at their facility which will allow them to receive, store and transfer some additional types of biomedical waste in accordance with the ministry's guideline "C-4: The Management of Biomedical Waste in Ontario" (the "Guideline"). The Guideline details the necessary storage requirements for all types of biomedical waste.
The company will now be approved to receive, store and transfer blood waste and microbiology lab waste, in addition to the sharps, cytotoxic and pharmaceutical waste already approved to be received at the site.
The site will not be permitted to receive, store or transfer any anatomical waste or infectious blood waste which is recommended in the Guideline to be transferred directly from the generator to the disposal or processing facility.

Appeal process for decisions published before June 1, 2021
If you’re an Ontario resident, you can start the process to appeal this instrument decision.
First, you’ll need to seek leave (i.e. get permission) from the relevant appellate body to appeal the decision.
If the appellate body grants leave, the appeal itself will follow.
Seek leave to appeal
To seek leave to appeal, you need to do these three things:
- prepare your application
- provide notice to the minister
- mail your application to three parties
1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:
- A document that includes:
- your name, phone number, fax number (if any), and/or email address
- the ERO number and ministry reference number (located on this page)
- a statement about whether you are a resident in Ontario
- your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision
- the parts of the instrument that you’re challenging
- whether the decision could result in significant harm to the environment
- the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
- the grounds (facts) you’ll be using to appeal
- the outcome you’d like to see
- A copy of the instrument (approval, permit, order) that you you are seeking leave to appeal. You’ll find this in the decision notice on the Environmental Registry
- Copies of all supporting documents, facts and evidence that you’ll be using to appeal
What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?
2. Provide your notice
You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.
In your notice, please include a brief description of the:
- decision that you wish to appeal
- grounds for granting leave to appeal

3. Mail your application

This proposal is to amend Environmental Compliance Approval (Waste Disposal Site) No. 6618-7QQK7R issued to ECS Cares incorporated.
The hazardous waste transfer and processing facility is located in Barrie, Ontario on a site that is 0.4 hectares in area. Activities at the facility include storage, washing, pumping and using de-silvering treatment to recover silver.
The maximum liquid industrial waste or hazardous waste (excluding sharps) at the site at any one time is 35,000 liters; the maximum amount of sharps and pharmaceuticals present at the site at any one time is 10 tonnes per and the maximum amount of cytotoxic sharps at any one time is 2 tonnes; the maximum amount of non-hazardous solid industrial waste including e-waste and other waste destined for recycling a the site at any one time is 40 tonnes.
The amendment is to allow for the collection of all biomedical waste as outlined in the C-4 Guidelines which adds anatomical, laboratory and blood waste. The hours of operation at the site are from Monday to Friday from 5:00am to 7:00pm and the site continues to serve the province of Ontario and North America.
