A change to the site plan of Aggregate Resources Act (ARA) Licence No. 624551 was approved by the Regional Director on May 7, 2021.
The site plan was amended allowing a change to the final depth of extraction from above the water table to below the water table. The depth of extraction onsite will change from 491 metres above sea level (m.a.s.l) to 484 m.a.s.l. The final rehabilitation of the site is proposed to change from agricultural usage and trees to now include a 39.9 hectare pond.

One comment was received in response to the Environmental Registry notice. Concerns were raised related to:
- extending the life of the operation
- loss of agricultural potential
- ground water impacts.
Five (5) comments were received in response to the ARA consultation process, one of which indicated no concerns. Concerns raised included:
- water monitoring
- timing windows for site clearing
- amount of public consultation
- water quality impacts
- haul routes
- zoning
- topsoil removal
The applicant provided additional information and changes to the site plan to address the concerns raised. A decision has been made to proceed with approval of the proposal.

Application has been made by Durham Stone and Paving Inc. to amend their site plan for the above noted licensed site to change the final depth of extraction from above the water table to below the water table. The depth of extraction onsite will change from 491 metres above sea level (m.a.s.l) to 484 m.a.s.l.The final rehabilitation of the site is proposed to change from agricultural usage and trees to now include a 39.9 hectare pond.
Other information
Durham Stone and Paving Inc. currently operates the site under the authority of licence # 624551 under the Aggregate Resources Act. Extraction is presently allowed above the water table only. The maximum annual tonnage condition is 275,000 tonnes.

- Hydrogeological report
The Site Plan addresses existing features of the pit and/or quarry area (existing natural features and land use on and surrounding the site within 120 meters); the proposed operation (shape, dimensions, area and depth to be excavated, method of extraction); and progressive and final rehabilitation.
A Hydrogeological Level 1 report is a preliminary evaluation to determine the final extraction depth relative to the established groundwater table(s) and the potential for adverse effects to groundwater and surface water resources and their uses. If the Level 1 report identifies a potential adverse effect resulting from the operation, then an impact assessment (Level 2 report) is required to determine the significance of the effect and the feasibility of mitigation.
Other public consultation opportunities
Written notice concerning this application was delivered to landowners within 120 metres of the licenced boundary; an information sign giving notice to the public of this proposed amendment was erected at the site. The applicant placed an advertisement in the Dundalk Herald newspaper on October 1, 2019. The advertisement includes the notification of a Public Information Session that was held on October 29, 2019 from 1 to 3 pm at the Osprey Community Center, 494196 Grey Rd 2, Feversham Ontario.
The amendment proposal is being circulated within the Ministry of Natural Resources and Forestry Midhurst office. Additionally, notification of this application has been forwarded to the County of Grey, Municipality of Grey Highlands, Grey Sauble Conservation Authority, Ministry of Environment, Conservation and Parks and the Ministry of Agriculture, Food and Rural Affairs for comment.
