The company has been permitted to mine woodwaste since December 2014. The company is requesting a 10 year extension to be able to continue to mine woodwaste. The landfill is not permitted to receive waste during this time.
As of April 2019, it was estimated that 105,216 cubic metres of woodwaste is in place and the maximum amount prior to recovery operations was estimated to be 112,500 cubic metres. The company plans to remove a minimum of 5,000 tonnes based on anticipated market conditions and the minimum amount is provided.
The proposed minimum removal rate of 5,000 tonnes per year (assuming a BD of 0.475 tonnes/m3 = 10,526 m3/yr) would require approximately 10 years to remove the entire waste pile, which is consistent with the 10-year extension that has been approved.
Conditions have been included to reflect the 10-year timeframe that has been committed to by Resolute to have the waste removed from the site. Schedule B has been revised to include updates to the monitoring program, which has had input from the ministry's local office.

Appeal process for decisions published before June 1, 2021
If you’re an Ontario resident, you can start the process to appeal this instrument decision.
First, you’ll need to seek leave (i.e. get permission) from the relevant appellate body to appeal the decision.
If the appellate body grants leave, the appeal itself will follow.
Seek leave to appeal
To seek leave to appeal, you need to do these three things:
- prepare your application
- provide notice to the minister
- mail your application to three parties
1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:
- A document that includes:
- your name, phone number, fax number (if any), and/or email address
- the ERO number and ministry reference number (located on this page)
- a statement about whether you are a resident in Ontario
- your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision
- the parts of the instrument that you’re challenging
- whether the decision could result in significant harm to the environment
- the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
- the grounds (facts) you’ll be using to appeal
- the outcome you’d like to see
- A copy of the instrument (approval, permit, order) that you you are seeking leave to appeal. You’ll find this in the decision notice on the Environmental Registry
- Copies of all supporting documents, facts and evidence that you’ll be using to appeal
What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?
2. Provide your notice
You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.
In your notice, please include a brief description of the:
- decision that you wish to appeal
- grounds for granting leave to appeal

3. Mail your application
You’ll need to mail your application that you prepared in step #1 to each of these three parties:

Resolute FP Canada Inc. is applying for an amendment to an existing Environmental Compliance Approval No. A600503, issued for the use and operation of a 2.8 hectares wood-waste disposal site, within a total site area of 23.6 hectares at the Ignace Sawmill Site located in Ignace, Ontario.
Resolute is currently approved to recover and remove wood-waste from the site to be excavated, temporarily stockpiled, and hauled and burned off-site at an approved wood-waste combustor site until December 9, 2019.
This proposal is requesting a 10-year extension to continue recovery of the wood-waste from the site 24 hours per day, 7 days per week. No waste will be landfilled at this site.
