On September 20, 2019, the following end use products: Seclira Presurized Insecticide (Reg. No. 33422), Seclira Cockroach Gel Bait Reservoir (Reg. No. 33424), and Seclira Dust Insecticide (Reg. No. 33423), containing a new active ingredient dinotefuran, were classified and placed in Class 4 and respectively Class 3 based on the recommendation of the Ontario Pesticide Advisory Committee.

Dinotefuran is a new pesticide ingredient contained in the following end use products Seclira Pressurized Insecticide (Reg. No.33422), Seclira Dust Insecticide (Reg. No. 33423) and Seclira Cockroach Gel Bait Reservoir (Reg. No. 33424) that are proposed for classification in Ontario.
Health Canada's Pest Management Regulatory Agency assesses pesticides for their risks to human health and the environment, and examines the efficacy and value of pest control products in registering products under the Pest Control Products Act for sale and use across Canada.
In Ontario, the Pesticides Act and Ontario Regulation 63/09 stipulate that federally registered pesticides must be classified in Ontario before they are legal for sale and use.

Class 4 pesticides are federally designated as restricted or commercial products, and are less and least hazardous for use by licensed exterminators and/or certified/uncertified growers according to the label directions.
Although the end use product Seclira Dust Insecticide (Reg. No.33423) meets all hazard criteria for Class 4 pesticides (less or least hazardous), the Ontario Pesticides Advisory Committee has recommended that the above product be classified as a Class 3 pesticide based on the federal label directions and precautionary statements for users and applicators. The product label specifies that users must wear a wear a NIOSH approved N95 (minimum) filtering facepiece respirator that is properly fit tested during loading and application. For mechanically pressurized dusters, wear a respirator with a NIOSH approved canister approved for pesticides during loading and application.
Class 3 pesticides are federally designated as restricted or commercial products, and are moderately hazardous. Class 3 pesticides may be used by licensed exterminators and certified growers who are trained and knowledgeable in their proper use.
