Description of instrument

Application has been made by Hanson Brick Limited to include reforestation to the rehabilitation prescription in accordance with the requirements of the provincial Greenbelt Plan, and to modify the final rehabilitation of their shale quarry to reflect changes to the final grade. The existing approved site plan requires the licensed property to be rehabilitated to an aquatic state, with a large pond and 2:1 (2 horizontal to 1 vertical) vegetated slopes using only grasses. The ‘aquatic state’ would exist once the final extraction depth was achieved and ongoing pumping of the quarry floor ceased. If the site plan amendment is approved, Hanson Brick Limited proposes to use unsuitable on-site aggregate material to modify final grades on the quarry floor, and therefore no pond would be created as outlined in the existing site plan. The grading would be such that on-site drainage would flow to the existing storm-water management pond. This grading would also allow the existing stockpiling area to remain for continued use in stockpiling imported materials after the Aggregate Resources Act licence is surrendered. Lastly, sloping along the west and north portions of the site will continue to be created in accordance with the rehabilitation requirements within the existing approved Aggregate Resources Act site plan.

It should be noted that, Hanson Brick Limited has made application to the City of Burlington to further modify their site through additional filling and grading. Should such a permit be received from the City of Burlington, MNR would move to harmonize the approvals related to filling and grading of the site.

Hanson Brick Limited operates this site under the authority of Licence # 5605 pursuant to the Aggregate Resources Act.

Site plan information is available to view at the MNR Aurora District office. Making an appointment to view the information is recommended to ensure aggregate staff will be available to provide information and answer questions.

Other public consultation opportunities

Since this is considered a major site plan amendment under the Aggregate Resources Act, this proposal has been forwarded to the Ministry of Municipal Affairs and Housing, Regional Municipality of Halton, City of Burlington and Conservation Halton by the licensee's agent for their comments.
