NOVA CHEMICALS CORPORATION - Environmental Compliance Approval (air)

This proposal is for an Environmental Compliance Approval with Limited Operational Flexibility (air & noise), which replaces all the current Environmental Compliance Approvals for air at this facility and includes the addition of new, or historically unapproved, sources for all emissions from NOVA CHEMICALS CORPORATION, a polyethylene manufacturing facility located at 285 Albert Street, Corunna, Ontario.

The application includes all sources at the facility, including:

• utilities unit
• polymer unit
• material flow unit
• finishing unit
• pilot plant
• laboratory and maintenance operations
• steam generation
• blending, storage, transfer, loading and unloading of raw materials, intermediates and product streams
• hydrocarbon purification
• water and wastewater treatment
• purging, venting and pressure relief of process gases to the flare systems
• standby power sources operating with a facility production limit of 40 tonnes per hour of polyethylene and a pilot plant production rate of 240 kilograms per hour of polyethylene

Emissions to the air from this facility include:

• benzo(a)pyrene
• biphenyl
• hexavalent chromium
• cyclohexane
• ethylene
• sulphur dioxide
• nitrogen oxides and other products of combustion

The Environmental Compliance Approval with Limited Operational Flexibility (air), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air).

The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
