Approval has been granted for the establishment of industrial stormwater management works for IKEA Distribution Center and Pick Up Point site, for the collection, transmission, treatment and disposal of stormwater run-off from a total catchment area of 17.53 hectares, to provide normal level of water quality protection and erosion control, and to attenuate post-development peak flows to pre-development flow rate for all storms including the 2 to 100-year storm event, discharging to Hannan Creek, consisting of the following works:
- Subsurface infiltration gallery: All roof drainage to discharge into an infiltration gallery, located under the north parking lot, having a total length of 92 metres, a width of 40 metres, a base area of 3680 square metres, a maximum allowable storage depth of 900 millimetres and a maximum available storage volume of 1,325 cubic metres for a week; comprised of a 900 millimetre deep clear stone layer overlying a 150 millimetre deep sand filter layer, complete with a 300 millimetre diameter perforated storm sub-drain installed in the clear stone layer, non-woven filter fabric installed to wrap around the clear stone layer and an emergency overflow outlet discharging to site storm sewers.
- Conveyance on-site storm sewers: Oversized stormsewers diameter ranging from 525 mm to 1350 mm to intercept surface run-off from the site via catchbasins and catchbasin manholes to discharge into a wetpond as described below.
- Wet pond: A wetpond with a sediment forebay, located at the north-west portion of the site, having a main cell with permanent storage volume of 6,040 cubic metres at 1.0 m depth, an extended detention volume of 4,223 cubic metres, and a total storage volume of 15,031 cubic metres at a total depth of 2.0 metres. The inlet structure is consisting of a 1350 millimetre diameter storm sewer and a concrete headwall into the forebay, to work in conjunction with a channel inlet into the main cell by-passing higher than 5-year storm event flows into it. The pond outlet structure is comprised of a 300 mm diameter reverse slope outlet pipe with 185 mm diameter vertical orifice and a 1.60 m wide weir control to discharge into a 825 millimetre diameter outfall pipe, allowing a maximum discharge of 0.892 cubic meters per second under the 100-year storm event to the existing tributary of Hannon Creek; together to work with a 9 m wide overflow spillway and external perimeter channels 1 to 4 External Channels.

Start the process to appeal
If you’re an Ontario resident, you can start the process to appeal this instrument decision.
First, you’ll need to seek leave (i.e. get permission) from the relevant appellate body to appeal the decision.
If the appellate body grants leave, the appeal itself will follow.
Seek leave to appeal
To seek leave to appeal, you need to do these three things:
- prepare your application
- provide notice to the minister
- mail your application to three parties
1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:
- A document that includes:
- your name, phone number, fax number (if any), and/or email address
- the ERO number and ministry reference number (located on this page)
- a statement about whether you are a resident in Ontario
- your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision
- the parts of the instrument that you’re challenging
- whether the decision could result in significant harm to the environment
- the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
- the grounds (facts) you’ll be using to appeal
- the outcome you’d like to see
- A copy of the instrument (approval, permit, order) that you you are seeking leave to appeal. You’ll find this in the decision notice on the Environmental Registry
- Copies of all supporting documents, facts and evidence that you’ll be using to appeal
What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?
2. Provide your notice
You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.
In your notice, please include a brief description of the:
- decision that you wish to appeal
- grounds for granting leave to appeal

3. Mail your application

The proposal is for a new Environmental Compliance Approval (industrial sewage) for IKEA Properties Limited. The project site is an IKEA Distribution Center and Pick Up Point, with:
- associated supporting facilities
- parking lots
- driveways
The subject site is located at 212 Glover Road in the City of Hamilton.
This proposal is prepared for the approval of stormwater management works to serve the subject site.
The proposed stormwater management works consist of:
- on-site storm sewers
- an infiltration gallery
- a stormwater management wet pond
Treated and controlled surface water from the subject site will be discharged through the stormwater management wet pond, to an existing tributary of Hannon Creek, located at the northwest corner of the site following existing drainage patterns.
