Approval is granted for the establishment of industrial stormwater management works to service a trailer storage facility in the Township of Woolwich for the collection, transmission, treatment and disposal stormwater run-off from a total catchment area of 7.868 hectares, to:
- provide enhanced level water quality protection and erosion control
- attenuate post-development peak flows to pre-development levels for storm events up to and including the 100-year
The stormwater management works discharge to an existing ditch to Breslau Drain within Middle Grand River Watershed.
Proposed works
- Catchment Area 100:
Conveyance: on-site storm sewers 300 mm to 450 mm diameter to discharge into catch basin manholes to be directed into an oil and grit separator as follows:
Oil and grit separator: an oil/grit separator (Stormceptor Model EF06), located upstream of the wetland, having a sediment storage capacity of 3470 litres, an oil storage capacity of 610 litres, a total storage volume of approximately 5070 litres, and a peak conveyance flow rate of 990 litres per second, discharging via a 450 millimetre diameter outlet pipe to discharge into a hybrid wetland as described below:
Wet pond/wetland: a hybrid type wetland located at the north-west portion of the site, having a maximum available storage volume of 997 cubic metres and a maximum depth of 1.35 metres, complete with one (1) inlet structure, consisting of a rodent gated headwall and a 450 millimetre diameter storm sewer, one inclined grated catchbasin outlet structure, consisting of a 200 millimetre diameter storm outlet pipe equipped with a 90 millimetre diameter vertical orifice flow control, and a 120 mm diameter knockout allowing a maximum discharge of 93 litres per second under the 100-year storm event; including a 6 metre wide 200 mm deep emergency spillway; all to discharge into an existing ditch to Breslau Drain within Middle Grand River Watershed;
- Catchment Area 200 (developed): to continue draining at predevelopment rate to the existing road side ditch by Woolwich Street South.
- Catchment Area 300 (existing residence and areas not to be developed 3% imp):
Conveyance: to continue on existing surface run-off mode into the on-site swales as described below into the existing Breslau Municipal Drain:
On-site grass swales: grassed swales, located by the perimeter of the site to avoid site overflow into the neighbouring sites having a total length of 92 metres.

First, you’ll need to seek leave (i.e. get permission) from the relevant appellate body to appeal the decision.
If the appellate body grants leave, the appeal itself will follow.
Seek leave to appeal
To seek leave to appeal, you need to do these three things:
- prepare your application
- provide notice to the minister
- mail your application to three parties
1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:
- A document that includes:
- your name, phone number, fax number (if any), and/or email address
- the ERO number and ministry reference number (located on this page)
- a statement about whether you are a resident in Ontario
- your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision
- the parts of the instrument that you’re challenging
- whether the decision could result in significant harm to the environment
- the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
- the grounds (facts) you’ll be using to appeal
- the outcome you’d like to see
- A copy of the instrument (approval, permit, order) that you you are seeking leave to appeal. You’ll find this in the decision notice on the Environmental Registry
- Copies of all supporting documents, facts and evidence that you’ll be using to appeal
What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?
2. Provide your notice
You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.
In your notice, please include a brief description of the:
- decision that you wish to appeal
- grounds for granting leave to appeal

3. Mail your application

This proposal is for a new Environmental Compliance Approval (sewage) to be issued to Anchor Property Management Corporation for the proposed stormwater management works to be installed as part of the proposed trailer storage facility, located at 285 Woolwich Street South, in the Township of Woolwich, Regional Municipality of Waterloo, Ontario.
Quality control will be provided by one oil and grit separator structure prior to discharge to the stormwater management system, which is designed as a dry pond to capture, attenuate and discharge flows, from the site via the Breslau Drain, within the Middle Grand Watershed.
