My name is Michael Nobes and I am the General Manager of Growth & Expansion for the Corporation of the Town of Greater Napanee. I am writing on behalf of Town Council.

R.W. Tomlinson Ltd. applied to the Town of Greater Napanee for approval to re-zone a portion of the property at 8205 County Road 2 to permit a permanent asphalt plant and allow a concrete batching plant on the property subject to a holding symbol. The municipality requested a number of technical studies and reports in order to contemplate land use compatibility of the proposal given the context of the surrounding sensitive land uses and potential for adverse impacts to offsite lands and the environment.

Several public meetings were held by Council to hear feedback on the proposal from the community wherein many individuals within the community expressed great concern with the proposal at the location proposed.

It is important to recognize that the municipality does not take issue with an asphalt plant and/or concrete batching plant within the municipality in a location that would not conflict with surrounding land uses, however it is due to this specific location that caused concern from Town Council.

On April 5, 2022 the Council of the Corporation of the Town of Greater Napanee voted unanimously to deny the re-zoning application as the proposal was not in the best interests of the community, does not adequately protect drinking water sources and groundwater, may result in unacceptable adverse impacts on nearby residents due to dust, odour, traffic and noise emissions and is generally not compatible with the existing uses in the area.

At this same meeting on April 5, 2022 Town Council voted unanimously to pass the below resolution:

RESOLUTION #184/22 McCormack, Norrie

That based on the input received from the community regarding the proposed permanent asphalt plant at 8205 County Road 2 (PLZACO 2020 052), the Council of the Town of Greater Napanee support its residents by advising the Provincial government that the Town of Greater Napanee is an “unwilling host” for a permanent asphalt plant at this location.

Given the above sentiment from the municipality, it is the request of the Town of Greater Napanee that the ECA Application be denied.
