This plan is very environmentally risky and very ill advised. If you need to spend 3 YEARs removing ground water to make building on the site viable then it is a bad idea. As well, it will impact other buildings in the area and thus could incur unknown costs.
With the changing water levels of the lake and stormy weather, a year round facility on the beach will unlikely be viable long term and with the environmental impact seems foolhardy. Please do the right thing and deny this application.
