My main concern about this proposal is the location. First, the site plan submitted with this application is for the original location. As of November 2021 the whole development moved to a new location about 200 or 300 feet to the east. That means that the bore holes that the hydrological report is based on does not pertain to the new location. Also if the water removed is discharged to the surface, as the application states is a possibility, it might end up on the very busy beach parking lot, possibly making it unusable during the busiest time of the year. Because this new location will require 1.1 meters of fill, the water discharged could end up with contaminates from the fill as well as any contaminates from gas or oil or other substances from previous years when the area was used for parking and the flea market. If this water is discharged directly into Lake Huron, it could have a devastating on the fish habitat as well as the surrounding environment. The development is located a hundred feet or so from a residential area and pumps running 24 hours a day, 365 days a year for possibly 3 years is a very unfair possibility. When they said the development is bordered by residences and businesses to the south and east, they neglected the condo building just across Elgin St to the north and the Harbour building and restaurant on the Lake Huron side. A lot of people and buildings could be adversely affected by this discharge of water from the excavation involved in this development.
