The noise emissions should follow the World Health Organization for nighttime noise. Which is 40 LeqA outside of bedroom windows at night.

Also a health study needs to be done to determine the short and long term effects on physical and mental health from all Vales operations due to noise.
The NPC-300 noise guideline should not be used, it is dangerous to human health. It does not follow the WHO guidelines. It has multiple stages of allowable noise, which is absurd.
Its saying that if there is existing noise you can have more noise (that's like saying if you have existing cigarette smoke, you can have more cigarette smoke).
It allows 45 or 50 db at night depending on existing noise levels. If you have existing noise, you can make more noise??? The WHO states noise above 40 db at night can cause adverse health effects, yet the NPC-300 allows 45 or 50 db at night. Whoever wrote the NPC-300 guideline has no comprehension or understanding of the concept of noise and how harmful it can be.
Thank you for your time.
