Storm water collection system. How good is a stormwater collection system if the area being drained isn't paved and contour designed to collect 100% of the runoff ?

This system will discharge into the Misema River via a forcemain and submerged diffuser in
accordance with established effluent limits. What happens in case of an upset "3 day rain" and the waste water pond overflows ? Does putting contaminated water through a diffuser make it "better"?
Who establishes the "established limits". Who and how often are these levels checked . Are they monitored remotely by a third party or is it AE's honour system?

Who will monitor the discharge volumes ?? How are pond discharges controlled and measured?
