This mobile plant work location and time have to be chosen with detailed conditions, e.g. location must be away minimum how many km from sensitive land uses, how many km from light industrial land uses, and operation time must follow local noise bylaw, no night noise affects residents, no Sunday noise affects churches etc.

Ministry must give out detailed conditions to protect environment, no violation people's basic rights, including clean air and water, healthy environment, etc.
