As a resident of Clarington, I am interested in St. Marys use of an Alternative Low Carbon Fuel (ALCF) because I would like to see a solution to the current ‘haze’ over Bowmanville emanating from St. Marys. I was very disappointed to learn that ALCF is really ‘garbage’ that is being messaged as an alternative fuel. Conventional fuels have a consistent composition which when burned gives consistent emissions. Garbage has many man-made materials and an inconsistent composition which when burned emits numerous other hazardous chemical compounds in addition to those from conventional fuels. This study does not take into account the variable nature of garbage as a fuel. Highlighting only the potential benefit of low carbon emission without also assessing the negative impacts such as the increase in particulate matter, metals, NOX, SOX, dioxins & furans etc. does not provide a complete study. Solving one problem (reducing carbon) by creating a whole set of new human health and environmental problems is not moving forward. Clarington already has an incinerator burning garbage and polluting our air/water/land so another facility burning garbage would require a much more thorough and detailed assessment of the human health and environmental impact. The ALCF (aka garbage) would be beneficial to St. Marys economically but it would have a higher cost to human health and the environment in Clarington.
