The company is known as "Terrapure" in the neighbourhood and I will refer to it by this name in my comments. Terrapure operates two facilities in my immediate neighbourhood , in an area currently zoned as M5 in our municipal zoning regulations, and thus intended for "general industrial use" I am opposed to the submission for the following reasons 1. The Brant Street location is within about 20 m of the nearest residence and the Imperial Street location is within 80m of the nearest residence . This is far closer than recommended by Provincial guidelines and is a result of the historical accumulation of houses near factories dating back to the early 1900's. Thus these facilities are not suitable for current uses let alone adding more classes of hazardous materials that they will be allowed to handle. 2. These Terrapure facilities are located in an area of Hamilton which already has the citys highest concentration of waste management companies. When they are clustered together they add to the cumulative impacts faced by the surrounding community. These impacts include dust, noise , odour, and traffic. We were told at a public presentation with the company that the biosolids would be transported to the facility in dump trucks with only a tarpaulin covering. The prospect of a traffic accident if frightening, and it also raises concerns for safe handling at Terrapure. There could be trucks traveling to the facility seven days a week and in our experience many drivers choose to travel south as far as Barton and Cannon Street rather than return to the commercial truck corridor along Burlington Street. 3. Treatment of biosolids to convert them to dried material should happen at the originating water treatment plant not at a largely unregulated facility such as Terrapure. Even at water treatment plants workers and the surrounding communities have reported an above average number of health problems. When further water is extracted from the biosolids the materials can become even more hazardous in terms of airborne bacteria and pathogens. 4. Terrapure wants to add 20 new waste classes to their accepted receivables. Some of these include banned pesticides and known (benzene) and/or suspected (toluene) carcinogens. 5. Terrapure's Brant Street location has been dormant for a number of years but it has been announced that it intends to run the facility 7 a.m. to 7 p.m. seven days a week. To start it up again in a neighbourhood which has lived in more relative peace and quiet is a retrograde step, to start it up and run an experimental and potentially hazardous operation is unacceptable.
