I do not believe this should be approved. The private golf course can determine an alternate route for getting water. It is my understanding they have had ample time to come up with a solution and more than one extension to use the creek water already. This is considered a "Category 3: water takings are anticipated to have the highest potential of causing unacceptable environmental impactor interference" and I do not believe the resident's of the City of Oshawa should have to deal with the negative effects of a mismanaged golf course.
