Allowing quarries and pits below the groundwater table to be filled with excess fill presents great risk to the aquifer. This notice indicates the initial rehabilitation proposed to rehabilitate to a deep lake, but it does not identify the depth to the top water level and the depth below the top water level. Although the Ontario Regulations require source site sampling, the percentage of volume required to be sampled is so minute, it will not conclusively ensure that all potential contaminants are identified. If any excess soil is sourced adjacent to roadways it has the potential to be contaminated with road deicing residue which will elevate SAR and EC values. It also has the potential that vehicle accidents and other roadside incidents will have caused leakages and sampling pit frequency will not locate all of these locations. If this proposal includes application to place excess soil in the aquifer, the soil source should be restricted to greenfield sites only.
