I am a resident of Napanee and a father of three young children whose property falls within 750m of the proposed asphalt plant. The high industrial use of this land has already had an impact on my family, and I am gravely concerned over the proposal by Tomlinson to build an Asphalt Plant at 8205 County Road 2.

I am concerned about:
the decline in air quality for my livestock. What impact will the change in air quality have on our reining horses or livestock raised for food (chickens, pigs) and my hay/crop quality? Would a reduction in quality, which will lower prices, be considered?

The town and its people have rejected the plant at this location. Over 3000 individuals signed an online petition opposing the plant. Where will residents' voices be reflected in the decision?

The air quality and long-term impact on my 3 children. What are the longitudinal studies that say there will be no impact? Is there term limits that can be set?

I believe that it is best to take into account all operations. The crusher from the quarry already produces large amounts of dust that cover crops and impact visibility on Palace road. What would an increase in truck traffic and operations do?

The already noted increase in truck traffic and dust coming out of the quarry. County Road 2 is often dust-covered and dusty.

My uncertainty around the air quality studies and the lack of a close by air monitoring station. How will I know if the air is bad? How will this be communicated to the public?

In light of these and other unresolved concerns, I, therefore, request that the Ministry refuse to grant an air and noise Environmental Compliance Approval (ECA) to Tomlinson under the Environmental Protection Act in relation to the asphalt plant, the concrete batching plant, and any other new or historically unapproved emissions from the site. In my view, issuing an ECA for these proposed sources of air contaminants is unreasonable and could potentially result in significant environmental harm.
