From looking at Google maps, it seems that this site, 4117 Perth Line, is adjacent to a wetland, that drains into the McNamara Drain.

It is hard to believe that draining a wetland, even for a short period of time, would not "negatively affect the environment".
The government website https://www.ontario.ca/page/permits-take-water
says that permits should be denied if they will negatively affect the environment.
Therefore I request that this permit be denied.

If you go ahead and approve this permit, I request that you issue a public explanation, a media release sent to the local news media, as to how draining a wetland -- especially in the driest year since 2007 -- will not negatively affect the environment.
