The dewatering will take place adjacent to a residential area - only a narrow road separates this site for a row of houses.

I concerned with the effect on these properties - particular the trees and landscaping - it will have a deleterious affect upon them if the moisture they depend upon is seriously reduced over a 3-year period.
I am also concerned about the residents - the noise of pumps running 24/7. The stress of constant noise will have an adverse effect on the quality of life of the people in this quiet residential area.

I am also concerned about the stability of the site - it is a beach. The only thing that keeps is all from blowing away during a storm is the level of moisture in the sand. Furthermore, what happens after the structure is built - if that much water needs to be constantly sucked out of the excavation during construction, what is to keep water from undermining the foundation once the pumps are turned off?
